In the months leading up to Pearl Harbor the world was at War and the United States was involved, if only informally. They supplied materials to their allies and set up a framework in case involvement was necessary. A few months after this photo was taken of President Roosevelt and Winston Churchill aboard the USS Augusta, involvement was unavoidable when the Japanese struck at Pearl Harbor. This photo illustrates the United States' cautious abstinence from War as Roosevelt is seen with his Generals and appears to be having talks with Churchill who had already been fighting Germany for years.
