While not conclusive either way, there is a very good chance considering the year (c. 1927) and the fact that this was issued by Underwood and Underwood that this is the work of Charles Conlon! The year on the back written as 1930 was done by the newspaper in 1930 to identify the year it was used in publication and not the year this was taken and stamped.
